The Texas Workforce Commission (TWC) is amending the rules that govern the Texas Rising Star program. The rule changes are available online. Submit written comments to TWCPolicyComments@twc.state.tx.us by December 7, 2020.
The Texas Early Childhood Professional Development System's (TECPDS) Workforce Registry (WFR) is an online system where early childhood educators can store and access their education and employment history, as well as the training hours they have completed. WFR accounts are free and allow early childhood educators to create and update their professional development profile and link their data to their center and/or facility of employment.
Benefits of Using the Workforce Registry include the following:
Online records are more secure and portable than paper-based records.
Directors can see staff profiles and use the information to inform training plans.
Directors can generate certificates for training provided to staff.
Staff can track progress against the Texas early childhood education career lattice.
Texas Rising Star programs can more easily demonstrate staff qualifications and training.

Addressing Challenging Behaviors
TWC is proud to announce a grant award to Green Space Learning ($992,311). This initiative will fund professional development that focuses on identifying, preventing, and addressing challenging behaviors. Supported activities will align with evidence-based models that promote young children's positive social and emotional development and provide teachers with strategies to reduce challenging behaviors. Free Webinar for Child Care Programs: Early Childhood Intervention Services
The Early Childhood Intervention (ECI) team at the Texas Health and Human Services Commission has a free webinar available for child care administrators and teachers. All Together Now: Working Together to Create Positive Learning Environments for All Children was developed with personnel from child care centers in mind. In addition to an overview of ECI, this training also provides:
strategies for implementing classroom interventions to create an inclusive classroom;
techniques for collaborating with an ECI provider in a child care setting;
resources for discussing concerns with parents; and
descriptions of the coaching approach and its use in a child care setting.

Developmental Milestones Checklists?
Developmental milestones are skills most children can do by a certain age. Just like tracking height and weight, tracking developmental milestones helps caregivers see how children's skills compare to typical growth and development.
Although these checklists will not diagnose children, they can provide information for when children may need formal assessment. Remember, it's never too early to start tracking development!

Texas Unemployment Rate is 6.9 Percent in October

Texas private sector added 136,300 jobs over the month, and the Texas unemployment rate fell to 6.9 percent in October from 8.3 percent in September. The Texas unemployment rate for October 2020 is in line with the National unemployment rate of 6.9 percent.

TWC Evidence-Based Grantmaking Webinar

Results for America, the Texas Workforce Investment Council, the Texas Workforce Commission (TWC), and the Rural Capital Area Workforce Development Board (Board) are collaborating to bring evidence-based grantmaking to Texas. You may have seen or heard the term evidence-based mentioned before, but what does it mean?
Evidence-based grantmaking is an approach that allows us to invest in workforce programs that deliver results. TWC recently approved the inclusion of a new evidence framework in training grants focused on young workers who are interested in the building and construction trades. The framework will prioritize evidence of effectiveness when awarding $1.5 million in training grants for the 2020 Building and Construction Trades program. For more information, refer to "Emphasizing Evidence to Support Youth in Texas' Workforce System."
TWC's Chairman, Bryan Daniel, will provide opening remarks on the Texas vision for using evidence in grants followed by a national perspective on the importance of evidence in workforce development. During the webinar, we will share: an evidence framework including the impact on the grant application process, an example of an evidence component, and how the state agencies will support applicants as they begin to assess their evidence base for existing programs.?

2019 Occupational Employment Statistics (Wages) Now Available on TexasLMI.com
The Texas Workforce Commission''s Labor Market and Career Information (LMCI) department is pleased to announce the 2019 occupational wage release on TexasLMI.com. Using responses from thousands of employers and aggregating the data to protect confidentiality, we are able to estimate hourly and annual wages for?nearly 800 occupations statewide. In addition, the online app TexasWages.com allows users to compare occupational wages across all Texas Metropolitan Statistical and Workforce Development areas.
Job seekers including students can use these data to guide their career decisions, while employers can review the data to determine competitive wages for their workforce.

Payment Deadlines Extended for 3rd Quarter 2020

The Texas Workforce Commission (TWC) today extended payment deadlines for the 3rd quarter 2020 for designated reimbursing employers that are required to pay a share of unemployment benefits. Designated reimbursing employers include non-profits, local governments, school districts and other qualifying employers who reimburse TWC for the full amount of unemployment benefits to be paid to eligible former employees.

Texas Unemployment Rate Falls to 6.8 Percent in August

In August, Texas saw a decrease in the state's seasonally adjusted unemployment rate to 6.8 percent. This is the fourth consecutive monthly decrease and the lowest rate since March 2020 when the Texas economy was initially impacted by the COVID-19 pandemic. Texas is below the national seasonally adjusted rate of 8.4 percent.

As Texas Economy Continues to Re-Open, TWC Reinstates Unemployment Insurance (UI) Work Search

The Texas Workforce Commission (TWC) announced today that as the Texas economy continues to open TWC will reinstate state work search requirements, which had been suspended since March, but will resume on November 1, 2020. Work search is a federal requirement to receive unemployment benefits. Individuals will continue to receive benefits but must show an active effort to obtain new employment.

TWC Continues to Provide Employment Services to Texans

The Texas Workforce Commission encourages unemployment claimants to utilize employment resources such as the Skills Enhancement Initiative and Workforce Solutions Centers. These employment services as well as state unemployment insurance and State Extended Benefits will continue after CARES Act funding expires on December 26, 2020.

Texas Workforce Commission Accepts $4.9 million Donation from IKEA

The Texas Workforce Commission (TWC) accepted a donation from the IKEA US Community Foundation in the amount of $4.9 million to directly support Texans affected by the impacts of the COVID-19 pandemic. The funds will be used to help fund education, business, and apprenticeship initiatives.

TWC: State Unemployment Benefits to Continue But $600 Federal Payment Ends July 25

The Texas Workforce Commission reminds claimants that the Federal Pandemic Unemployment Compensation (FPUC) ends the week of July 25, 2020. FPUC provided an additional $600 per week to claimants who lost work as a result of the COVID-19 pandemic. Texans will continue to receive state unemployment benefits for the remainder of their claim. For those on regular unemployment that is currently up to a potential 59 weeks and 46 weeks for those on Pandemic Unemployment Assistance (PUA). The length of time benefits are available is subject to an individual''s eligibility as well as state economic indicators.

The Texas Workforce Commission Vocational Rehabilitation Division (TWC-VR) invites VR providers to participate in a second virtual meeting at 1:00 p.m. on September 15, 2020. The purpose of the meeting is to continue the dialogue and collaboration initiated during the meeting that was held on June 16, 2020.

With Unemployment Rate Dropping Texas will not receive HUP extension
With Texas' unemployment rate falling to 6.8 percent, Texas will no longer have access to additional unemployment insurance benefits that would have kicked in after traditional benefits and extended benefits (EB) under the CARES Act are exhausted. Provisions under that act will continue to remain in place until Dec. 26, 2020.

Dear Texas Employers,
The Texas Workforce Commission (TWC) is working diligently to keep the 2021 tax rates as low as possible for Texas employers. TWC is closely monitoring discussions by Congress regarding potential relief legislation to help reduce the impact of the COVID-19 pandemic on 2021 tax rates. TWC is exploring all avenues of tax rate reduction for the 2021 tax rates and will mail out the 2021 tax rate notices in February 2021.
In previous years, employer tax rates were released in December before the next calendar year. Over the next two months, TWC will pursue all possible avenues to keep tax rates as low as possible and announce the year's tax rate in February 2021. At that time, employers will also be able to view their 2021 tax rate using the TWC Unemployment Tax Services system. A February 2021 notification will give employers sufficient time to update their programs, notify their service agents and submit their first 2021 tax report in April 2021. Employer-paid UI taxes replenish the Texas Unemployment Compensation Trust Fund, which provides temporary income for Texas workers who lose their jobs through no fault of their own. TWC calculates experience-rated employers' tax rates as of October 1 to be effective for the following calendar year, and mails notices of the rates to employers.

Workforce Refusal Portal
The law requires a claimant receiving unemployment benefits to accept an offer of suitable work. If an offer of work is turned down, TWC will investigate the problem as a work refusal. It would help TWC begin the investigation if your company includes the claimant's full name, last four digits of the SSN, the initial claim date, the name of your client company along with its TWC account number, and information about the work refusal such as the job description, the hours, pay, and benefits, the work location, and basically whether it would have been a return to the same job that the claimant had before. Be sure to mention any health and safety precautions the company is taking to minimize any risks to workers, such as whether OSHA and CDC guidelines for workplace safety and health are followed and whether the business makes personal protective equipment available to employees.?Please watch this video?(Spanish version) for more information regarding work refusal from our employment law attorneys.??

Fraud
Despite the expanded availability of unemployment benefits during the pandemic, certain safeguards are always in the system. Every claimant must report: all work and earnings during claim weeks, any work separations, any job offer that was not accepted, and/or any eligibility condition that is not satisfied during a claim period. Failure to report such facts can lead to an investigation and serious consequences if the facts establish fraud. Employers may report potential fraud, qualification, or eligibility issues to TWC via e-mail at TWC.fraud@TWC.state.tx.us, or over the phone at 800-252-3642.

TWC Child Care Attendance: UPDATE - Reinstatement of Absence Policies ON HOLD
?
On June 16, 2020, the Texas Workforce Commission took action to reinstate requirements for the parents of children receiving Child Care Services (CCS) to record their child's daily attendance, to become effective July 20, 2020. Children are generally allowed 40 unexplained absences during a year. However, parents have not been required to record their attendance since mid-March, when the impact of the COVID-19 pandemic was first being felt across the state. TWC did not want to penalize parents who were unable to take their children to child care or were unable to record attendance, based on the COVID-19 pandemic restrictions.
Given the recent uptick in COVID-19 cases in the state, the Commission revisited this policy on July 14, 2020 and took action to hold reinstatement of the absence policy.
What Providers Need to Do:
Continue to report weekly attendance data for subsidized children in accordance with your Local Board''s policies.
If you are ordered to close by a state or local health authority due to COVID, notify your Local Board/CCS offices about your status (in addition to notifying Child Care Licensing).

Kashmiere Culberson''s Road to Success Began with Hard Work and Support From Vocational Rehabilitation Services
At just 23 years old, Kashmiere Culberson has already earned several titles in her life so far. She's a successful YouTube creator and vlogger, make-up artist, and a Texas Woman's University graduate. Her goal for the future is to become a motivational speaker. She says her message is 'If I can do it, you can do it too."
Kashmiere was born without arms, a condition known as bilateral phocomelia. As the oldest of four siblings, she credits her family for encouraging her to be the strong and independent woman she is now. "My parents have always encouraged me to keep pushing myself," says Kashmiere. "They always told us that setting goals and getting an education is important." Kashmiere has spent her life adapting and has learned to do almost everything with her feet, including driving, cooking, writing and typing. As she graduated high school in 2015, she learned about support services she could access through Texas Workforce Solutions-Vocational Rehabilitation Services, a statewide program which provides individuals with disabilities with individualized services that will help them reach their employment goals. With the help from her Vocational Rehabilitation Counselor, Kashmiere had the support she needed to enroll at Texas Woman''s University and be supported along the way until graduation.
Whenever she''s had moments when she has doubted herself, Kashmiere reminds herself that it's her positive mindset that led to her achievements. Her YouTube channel, Its Kashmiere?is approaching 200,000 subscribers. Kashmiere graduated with honors, earning bachelor's degree in psychology, and graduating last May with a 4.0 GPA.
"Everything is mental," she says. "if you have a positive mindset, everything is possible. And if I can do it, you can do it, too."
As an aspiring motivational speaker and a person with a disability, Kashmiere says her message to those without disabilities is "'Don't take anything for granted and to appreciate everything you have to be thankful for."?Her year-end goal: To reach 1 million subscribers on her YouTube channel. Texas Celebrates White Cane Day Virtually
This month, the Texas Workforce Commission (TWC) was joined by thousands of fellow Texans to celebrate White Cane Awareness Day virtually for the first time in its history. In celebration of National Disability Employment Awareness Month (NDEAM), virtual disability awareness and hiring events continue throughout the month and year, as promoted under TWC''s Texas HireAbility campaign.
TWC staff participated in a series of webinars in partnership with the Governor's Committee on People with Disabilities themed "Putting Texas Back to Work." These webinars highlighted how TWC is ensuring that individuals with disabilities are supported with the tools, training and vocational rehabilitation services they need as they seek employment or reemployment.
Texas Workforce Solutions-Vocational Rehabilitation Services are available to assist individuals with disabilities to achieve their employment goal. VR has innovated our services to maintain continuity of service during the COVID-19 pandemic. Dinah Rodriguez of McAllen wins statewide disability awareness poster contest with art titled "We Think Differently"
Spurred on by her vocational rehabilitation team, Dinah Rodriguez entered and won this year''s Texas Disability Employment Awareness (DEAM) Poster contest with her art entitled ''We Think Differently.'' When Dinah began experiencing vision loss due to a degenerative eye condition, she knew she could turn to Texas Workforce Solutions-Vocational Rehabilitation Services for assistance. She credits her self-determination and support from her VR counselor and teacher for helping her gain confidence and independence as she learned to self-advocate, use a cane and assistive aids in her home. "I feel like I''m going somewhere, like I am going to arrive in the destination I need to get to with their help because I know they are standing by to answer whatever question I have," Dinah said.

TWC to Extend Payment Deadlines For Employers to Reimburse State for Unemployment Costs

The Texas Workforce Commission (TWC) today extended payment deadlines for designated reimbursing employers that are required to pay a share of unemployment benefits. Designated reimbursing employers include non-profits, local governments, school districts and other qualifying employers who reimburse TWC for the full amount of unemployment benefits to be paid to eligible former employees.

TWC Allocated $106.4 Million for Child Care Programs

Results for America, the Texas Workforce Investment Council, the Texas Workforce Commission (TWC), and the Rural Capital Area Workforce Development Board (Board) are collaborating to bring evidence-based grantmaking to Texas. You may have seen or heard the term evidence-based mentioned before, but what does it mean?
Evidence-based grantmaking is an approach that allows us to invest in workforce programs that deliver results. TWC recently approved the inclusion of a new evidence framework in training grants focused on young workers who are interested in the building and construction trades. The framework will prioritize evidence of effectiveness when awarding $1.5 million in training grants for the 2020 Building and Construction Trades program. For more information, refer to "Emphasizing Evidence to Support Youth in Texas' Workforce System."
TWC's Chairman, Bryan Daniel, will provide opening remarks on the Texas vision for using evidence in grants followed by a national perspective on the importance of evidence in workforce development. During the webinar, we will share: an evidence framework including the impact on the grant application process, an example of an evidence component, and how the state agencies will support applicants as they begin to assess their evidence base for existing programs.?

The Texas Workforce Commission Vocational Rehabilitation Division (TWC-VR) released more than 60 updated forms and updates to the TWC-VR Standards for Providers (SFP) manual on September 1, 2020. There is a link on the Provider Resource Page to a Frequently Ask Questions document, which contains commonly asked questions about the use of the new forms, including VR3472, Contract Service Modification Request.
Language in sections 3.6.4, Evaluation of Service Delivery, and 3.11.1, Documentation and Signatures, of the SFP has been updated to clarify the content originally posted on September 1, 2020. These revisions are shown in track changes in the SFP Revisions log.

TWC Incentivizes Higher Quality for Child Care
On October 6, 2020, the Texas Workforce Commission's three-member Commission (Commission) approved proposed changes to the rules for the Texas Rising Star Program?for public comment. These rules will soon be published in the Texas Register with the public comment period open through November 23, 2020.?
In addition, the Commission also approved new requirements for all providers serving subsidized children, to be phased in over the next five years. All subsidy child care providers will be required to pass a screening, which will confirm that they do not have significant Child Care Regulation licensing deficiencies and will be designated as "Pre-Star." The details on the licensing deficiencies that will be reviewed are contained in the CCDF State Plan, as described in this document.
TWC also issued a press release on these changes. Additionally, more information is available online about the Texas Rising Star Four-Year Review?process that led to these proposed changes.

TWC Receives Additional $28 million for dislocated workers

The Texas Workforce Commission (TWC) has received an additional $28 million to add to the $12 million already received from the Department of Labor's Disaster National Dislocated Worker Grant (NDWG) program to provide temporary jobs related to COVID-19 recovery. The funds are being used assist local health departments with jobs related to virus response, food banks, and other humanitarian work.

Reimbursing Employers Payment Deadlines for 2020 Extended to March 1, 2021

Texas Workforce Commission Releases Child Care Data

The Texas Workforce Commission (TWC) has released Child Care by the Numbers, an overview of subsidized child care data since October 2014. The 86th Texas Legislature directed TWC to annually publish information on providers participating in Texas Rising Star (TRS), as well as the number of children enrolled in TRS programs. Child Care by the Numbers will not only provide annual data, it will also include quarterly updates for the most recent year and will provide information both at the state level and for each of the 28 Local Workforce Development Boards.

TWC: State Unemployment Benefits to Continue But $600 Federal Payment Ends July 25

The Texas Workforce Commission reminds claimants that the Federal Pandemic Unemployment Compensation (FPUC) ends the week of July 25, 2020. FPUC provided an additional $600 per week to claimants who lost work as a result of the COVID-19 pandemic.

Temporary exceptions to the Vocational Rehabilitation Standards for Providers (VR-SFP) are currently published and in effect. These temporary exceptions are scheduled to expire on August 31, 2020.
On September 1, 2020, many of these temporary exceptions will become permanent revisions to the VR-SFP, and providers will be responsible for implementing the revisions.
A marked-up version of the VR-SFP changes will be available in the VR-SFP Revision Log on September 1, 2020. Providers must review the changes to ensure continued compliance. ?

TWC Approves an Additional $5 million for use in Skills Development Funds

The Texas Workforce Commission has approved an additional $5 million from the Skills Development Fund to be used to support training in high demand occupations with priority given to training in the healthcare, manufacturing, and IT sectors in direct response to needs identified by COVID-19.

The Texas Workforce Investment Council (TWIC), the Texas Workforce Commission (TWC), and the Rural Capital Area Workforce Development Board (Board) invite you to join our second evidence-based grantmaking webinar. This webinar will focus on the use of the evidence tools including the new Texas evidence framework, ideas for enhancing program models, and learning more about the use of performance-based outcomes and payments in grants. The webinar will feature Third Sector Capital Partners and an in-depth discussion on outcome-based contracting. Third Sector works with governments and non-profit organizations to improve outcomes for communities served.
Evidence-based grantmaking is an approach that allows us to invest in workforce programs in ways that help them identify best practices and improve participant outcomes. TWC recently approved the inclusion of a new evidence framework in training grants focused on young workers who are interested in the building and construction trades. The framework will prioritize evidence of effectiveness when awarding $1.5 million in training grants for the 2020 Building and Construction Trades program.
