This edition of Research Connections News & Resources highlights research on the following: helping parents navigate the enrollment process; the value of stakeholders working together to maximize collective impact in child care and early education; microcredentialing and salary parity for the child care and early education workforce; the relationship between physical health and stress; the association of the Supplemental Nutrition Assistance Program with school readiness; and the importance of neighborhoods in relation to equity. We also highlight new coronavirus disease (COVID-19) resources and upcoming virtual events.

COVID-19 Web Pages
Research Connections has two new web pages dedicated to COVID-19 resources. Resources Related to the Impact of COVID-19 on Child Care and Early Education includes links to resources that are directly or indirectly related to COVID-19's impact on child care and early education. State and Local COVID-19 Reports includes links to individual state and multi-state COVID-19 reports, issue briefs, and fact sheets. Both pages are updated on a regular basis.

Helping Parents Navigate the Early Childhood Enrollment Process: Experimental Evidence from New Orleans
This report examines the enrollment process for publicly funded early childhood education in New Orleans, finding that families often did not complete the process. Upon studying communication strategies with families, the authors found that text message reminders increased verification rates. This research can help inform policymakers' and policy implementers' communication methods with families.

The Relationships between Physical Health and Chronic Disease, Stress, and Resource Strain in Head Start Employees
This study found an association between poor and fair physical health and the number of chronic conditions, resource strain, and stress in Head Start employees. The authors recommend that employers support their employees through health behavior modification programs that tackle the source of employee stress.

Playing Well with Others: A Case Study of Collective Impact in the Early Care and Education Policy Arena
This freely available journal article shares a case study focusing on the value of "collective impact" as a strategy for mobilizing stakeholders to impact policy in child care and early education (CCEE). This can help researchers and policymakers understand how this collaborative approach brought about changes in recruitment, pre-service training, and in-service development of the CCEE workforce.

The Value of Microcredentials: The Employer's Perspective
Microcredentialing is a way to gain credentialing in smaller increments as part of a larger program. It focuses on skill-based behavior and practical knowledge. This freely available journal article presents a qualitative study focusing on two questions:

What benefits would microcredentials (including digital badging) bring to the participants' industry?
How do the participants see microcredentialing improving the professional development of the workforce?

Supplemental Nutrition Assistance Program and School Readiness Skills
This article explores the connection between participating in the Supplemental Nutrition Assistance Program (SNAP) and school readiness skills, such as early reading, early math, and approaches to learning. The authors use data from the Early Childhood Longitudinal Study Birth Cohort (ECLS-B), which show that there is a positive relationship between SNAP participation and math skills for students. This information can help researchers and policymakers understand how the SNAP program can positively increase students' school readiness skills.

The Geography of Child Opportunity: Why Neighborhoods Matter for Equity: First Findings from the Child Opportunity Index 2.0
This report examines the relationship between neighborhood quality and child care opportunity by using data from the Child Opportunity Index 2.0. The report examines early childhood education, center quality and enrollment in early childhood education. This can help researchers and policymakers understand how location can affect early childhood education factors that contribute to children's later success.

Workforce Perceptions and Experiences with the Alabama Early Care and Education Salary Parity Policy
This brief describes how salary parity (salary and benefits comparable to those received by kindergarten through 12th-grade teachers who have similar education and experience) affects prekindergarten teachers in community-based early care and education programs (ECE) in Alabama. This can help inform policy on salary parity in the ECE workforce.

The Virtual NRCEC 2020 will include 4 days of sessions that highlight research relevant to policies, programs, and services for young children and their families. We hope that shifting to a virtual platform will increase the diversity of engaged participation.

Prevalence and Predictors of Expulsion in Home-Based Child Care Settings
This study uses data from the National Survey of Early Care and Education (NSECE) 2012 to highlight the prevalence of expulsion in home-based child care settings and the factors related to provider and enrollment characteristics that predicted expulsion. These findings can inform potential strategies to reduce expulsion in home-based child care settings.

What''s the State of the Evidence on Pre-K Programs in the United States?: A Systematic Review
This report highlights the effects of publicly funded prekindergarten (pre-k) programs in the United States on students' mathematics and reading achievements. These findings offer opportunities for further research and can help inform policy on publicly funded pre-k programs.

Emergency Preparedness Plans and Perceptions among a Sample of United States Childcare Providers
This journal article, though it was published last year, remains relevant. The study highlights survey responses from child care administrators on their perceived preparedness for emergencies. The findings offer suggestions for further research on child care providers' response to and recovery from emergencies and the types of supports providers need to care for children in a disaster or emergency.

Rate Setting in Reality: Moving Beyond the Myth of Market-Based Pricing
This resource evaluates the market rate study method and explains how this method can present equity challenges for families as they try to access child care. This can inform policy on rate setting.

Welcome to the Virtual RECS 2020!

You are invited to attend the Virtual Research and Evaluation Conference on Self-Sufficiency (RECS) 2020, organized by the Office of Planning, Research, and Evaluation (OPRE) in the Administration for Children and Families. The conference is being held virtually October 13-15 and October 19-22, 2020. To register or for more information, including a full agenda, please visit the conference website. There is no registration fee to attend the conference, although all attendees must register in order to access the venue.

The conference focuses on programs, policies, and services that support low-income and vulnerable families on the path to economic self-sufficiency and well-being and is intended for a broad audience (including State and local government administrators, Federal officials and policymakers, and researchers).

We hope this edition of Research Connections News and Resources finds you and your loved ones well. In challenging times, we believe that libraries are especially important. As author J. K. Rowling says, "When in doubt, go to the library."

Our librarians have recently added close to 100 resources on topics related to the impact of coronavirus disease 2019 (COVID-19), including information on the early care and education (ECE) workforce, informal child care, early childhood trauma, and infectious disease in ECE settings.

Transition of Downloadable Datasets
We've completed the process of transitioning Research Connections'' collection of datasets to the Child and Family Data Archive. Child care and early education research and publications will remain on the Research Connections website. For updates from the Child and Family Data Archive, subscribe to their mailing list.

This series of briefs summarizes licensing requirements and policy trends for child care centers, family child care homes, and group child care homes. The briefs compare 2017 data to 2014 data, improving our knowledge about the state of licensing in 2017 and changes in licensing requirements and practices over several years.

The Child Care Crisis Disproportionately Affects Children with Disabilities
This report explores the experiences of families as they seek child care for children who have disabilities. These families have a significantly harder time finding care and frequently need to piece together care, relying on a combination of formal and informal care. This report offers recommendations that can inform the development of policies to support children with disabilities.

Mothers'' Perceptions of Help-Seeking for Depression in Head Start: A Thematic, Discourse Analysis by Language Group
The authors of this journal article brought together focus groups of Spanish- and English-speaking Head Start mothers to learn about their perceptions of seeking help for depression. The authors' findings can inform the development of depression-support interventions that are tailored to meet the needs of both English- and Spanish-speaking mothers of young children.

Migrant and Seasonal Head Start Children''s Social and Emotional Skills: Select Findings from the Migrant and Seasonal Head Start Study 2017
This brief uses data from the Migrant and Seasonal Head Start (MSHS) Study 2017 to examine the social and emotional skills of children in MSHS programs. The findings from this analysis can help MSHS programs understand and support the social and emotional skills of children.

Child Care Access in Utah
This report provides an analysis of both the supply of and need for child care in Utah. The report's findings and policy considerations can inform public and private partnership strategies to address gaps in affordable, regulated child care capacity.

The Administration for Children and Families (ACF), Office of Head Start (OHS) announces the availability of funds to be competitively awarded for the purpose of operating four National Centers, to serve as part of a large comprehensive OHS Training and Technical Assistance System. Funding Opportunities for Research Connections
A funding opportunity announcement is currently open for Child Care and Early Education Research Connections. The grantee will establish and operate a website that will house a comprehensive and up-to-date database of resources derived from rigorous research relevant to child care and early education policy and practice (i.e., community based child care serving children birth through 13-years, Early Care and Education (ECE) programs, home-based child care, family child care, Head Start, public Pre-kindergarten (Pre-K), and after-school programs).

Funding Opportunities for Dissertation Research
The ACF Office of Planning, Research and Evaluation (OPRE) has recently published two funding announcements to support doctoral dissertation research addressing issues related to Head Start and child care. Both funding announcements support dissertation research that informs policy and practice decisions and solutions, particularly for underserved/understudied populations; utilizes the most rigorous research methodology; and promotes mentor-student relationships that support students' independent lines of research. This journal article examines the relationship between provider household income and perceived resource well-being using data collected from seven family child care providers in Los Angeles, California. This resource can help researchers and policymakers understand how provider income is just one part of resource well-being and how income can relate to quality in child care.

What''s working?: A study of the intersection of family, friend, and neighbor networks and early childhood mental health consultation: Summary of key findings
This executive summary shares findings from a study on the relationship between family, friend, and neighbor (FFN) care and Infant and Early Childhood Mental Health Consultation (IECMHC). The authors analyze the mental health supports that FFN care providers most often request to strengthen the social and emotional development of children in their care and make the case for a more robust connection between IECMHC and FFN care.

Addressing the decreasing number of family child care providers in the United States
This brief offers insights into the decrease of family child care and shares strategies that states, territories, and tribes can use to strengthen family child care.

A conceptual model for quality in home-based child care
This brief illustrates a foundation on which to improve quality initiatives for home-based child care. Researchers, policymakers, and other stakeholders can use this conceptual model to inform policies, practices, and resources specifically for home-based child care providers.

The Impact of COVID-19 on the U.S. Child Care Market: Evidence from Stay-At-Home Orders
This report examines the relationship between stay-at-home orders and child care services. The researchers find that as a result of stay-at-home orders, online job postings for child care teachers in private sector services have decreased by 13 percent, and job postings for public sector services, such as Head Start, have not been affected. This information can help researchers and policymakers understand the effects of stay-at-home orders on the availability of child care services.

Developing a Bilingual Associate Degree Program for Spanish-Speaking Early Childhood Educators
This report explains the process for developing a bilingual associate degree program for early childhood educators at the University of the District of Columbia Community College. This program is a result of Washington DC's regulatory changes, which will require early childhood center directors and home providers to have a degree by 2022 and 2023, respectively.

Online Clinical Teacher Preparation Programs in Special Education: Perspectives and Critical Components
This journal article analyzes online special education preparation programs and the components needed to have an effective clinical practice. The researchers find that school-based teachers view the online clinical model favorably. This can help early care and education professionals understand how online programs can meet the clinical practice component.

Not in the Same Boat: The Pandemic is Reducing Childcare Availability for Lower-Income Families
This report notes the similarities and differences between childcare in lower-income and middle/upper-income households. The researchers find that as the economy reopens, there is a difference in ability for lower-income and middle/upper-income households to return to the child care arrangements that they had before stay-at-home orders. The report offers recommendations on improving stability for child care providers, families, and the child care industry. The National Survey of Early Care and Education (NSECE) Bibliography, updated in February 2020, lists resources in our collection that are related to NSECE. Resources listed include data sets; user guides, training webinars, and methodological reports; official research findings; studies using NSECE data; and instruments. The NSECE is a nationally representative study of early care and education services, and the bibliography is intended as a reference tool for researchers and policymakers.

Analyzing existing data sets may provide researchers an efficient and cost-effective method for answering critical research questions. Early Care and Education among Latino Families: Access, Utilization, and Outcomes: Hispanic ECE Issues [Special Issue]

This special edition of Early Childhood Research Quarterly highlights early care and education data for Latino families, including information regarding Latino children in Head Start, family child care, and prekindergarten. Policymakers and service delivery providers who serve Latino families may find this special edition beneficial in program planning and policymaking.

Preschool Teachers' Self-Efficacy, Burnout, and Stress in Online Professional Development: A Mixed Methods Approach to Understand Change

This study reports the results of teachers participating in three different professional development approaches and how the respective approach affected the teachers' emotional status and self-assessment. Two of the approaches (coaching and reflective writing) included access to emotional outlets and feedback opportunities that supported self-efficacy and may reduce emotional exhaustion.

Beyond the Classroom: The Protective Role of Student-Teacher Relationships on Parenting Stress

This study examined how student-teacher relationship quality impacted parenting. Findings demonstrated that close student-teacher relationships is associated with lower parental stress. This research shines a light on the importance of communication with families and the importance of positive student-teacher relationships.

Participation in the Child and Adult Care Food Program Is Associated with Fewer Barriers to Serving Healthier Foods in Early Care and Education

This report describes the first study to examine the association between participation in the Child and Adult Care Food Program (CACFP) and barriers to serving healthier foods in early care and education settings. Survey results indicated that directors of child care centers enrolled in CACFP reported fewer barriers to serving healthier foods than those for centers not enrolled. However, cost and children's food preferences are persistent barriers to serving healthier foods in early care and education settings. Future research could inform how to help overcome these barriers.

The Relationship-Based Support for Home-Based Child Care Assessment Tool Manual

This manual describes the development of the Relationship-Based Support to Home-Based Child Care assessment tool, which examines the quality of interactions and relationships between home-based child care providers and professional development specialists. The manual also describes the tool's constructs, how to use the tool, and how to interpret results. This tool could be useful to those who want to improve supports for home-based care settings.

The 2019 National Survey of Early Care and Education (NSECE) data are being released! Beginning in June and continuing monthly throughout 2020, the NSECE project team is releasing data files for public use. The 2012 and 2019 NSECE provide detailed, nationally representative data for understanding the supply of and demand for early care and education.

The NSECE project team will target this webinar for researchers who may be interested in working with the data from the 2019 NSECE and its predecessor, the 2012 NSECE, but everyone is welcome.

Contracted Slots Pilot program evaluation: Final report
This report analyzes stable care in programs with documented quality by examining the Contracted Slots Pilot program in Oregon. May 2020 Spotlight on Early Care and Education Workforce Publications

This month's edition focuses on the child care and early education workforce. Included is a sample of publications from the Research Connections library, which can help us understand and support the workforce.

The Culture of Health in Early Care and Education: Workers'' Wages, Health, and Job Characteristics
This journal article explores the associations between early care and education workers' job characteristics (including wages, benefits, enrollment, accreditation, and receipt of subsidies, among other characteristics) and their health by studying centers in Washington State and Texas.

Adverse Childhood Experiences among Early Care and Education Teachers: Prevalence and Associations with Observed Quality of Classroom Social and Emotional Climate
This journal article presents a study finding that a large proportion of early care and education teachers report experiencing at least one adverse childhood experience (ACE). A lower proportion report experiencing four or more ACEs. The study finds that teachers who reported experiencing a higher number of ACEs in the past were observed to facilitate a lower quality social-emotional classroom climate.

Racial Wage Gaps in Early Education Employment
This research snapshot uses data from the National Survey of Early Care and Education 2012 to look closely at early educators' wages by race and ethnicity. The analysis covers mostly center-based and some home-based early educators.

The Changing Portrait of Center-Based Preschool Teachers: 1990 and 2012
This journal article uses data from the Profile of Child Care Settings: Center-Based Programs, 1990, and the National Survey of Early Care and Education 2012, to examine trends in center-based teachers' racial-ethnic composition, education, experience, compensation, and turnover.

How Do Early Care and Education Workforce and Classroom Characteristics Differ Between Subsidized Centers and Available Center-Based Alternatives for Low-Income Children?
This journal article compares subsidized center-based classrooms to other center-based settings serving low-income children. Using information from the Early Childhood Longitudinal Study: Birth Cohort, 2001-2002, Preschool Data, the article examines a range of workforce and classroom features.

Promising Models for Preparing a Diverse, High-Quality Early Childhood Workforce
This report provides case studies of three approaches for preparing educators to teach in California's early care and education programs. The report also describes common features of promising workforce preparation models and shares how New Jersey enacted statewide workforce supports. Possible policy implications are also discussed.

Working with Administrative Data
This page compiles resources on how to link, analyze, manage and maintain the security of state-level early care and education administrative data for research purposes. The page was recently updated with 43 new resources (published September 2018 to March 2020).

The authors are seeking more resources for the next update; see the request for resources about using administrative data in early care and education, posted on the Urban Institute's Building Child Care Research Capacity web page.

Coronavirus Disease 2019 Resources
We're building our collection of state and local coronavirus disease 2019 (COVID-19) reports, which include child care provider and family survey results. As states learn about the impact of COVID-19 on child care providers and families, we'll keep our library up-to-date with state survey briefs and reports. Continue to check our library for more.

This journal article analyzes racial and ethnic discrimination in the hiring of child care teachers and demonstrates state child care licensing regulations' role in lessening this discrimination.

Untapped Potential: How Childcare Impacts Mississippi''s State Economy
This report examines child care challenges in Mississippi and the benefits that working parents want from their employers. The authors find that many Mississippi parents are enrolled in postsecondary education or training programs and that child care challenges can influence parents' coursework. Research Connections houses similar resources on Idaho, Pennsylvania, and Iowa.

Licensed Family Child Care Providers'' Participation in the Child and Adult Care Food Program (CACFP): Greater Benefits and Fewer Burdens in Highly Urban Areas?
This journal article focuses on the experiences of family child care providers who participated in the Child and Adult Care Food Program (CACFP). The researchers surveyed program participants in Chicago and small towns in central Illinois on the perceived benefits and challenges of reimbursement rates. They outline suggestions for policymakers on how to reduce inequalities in access to the higher reimbursement rates.

Preparing Students for Success: Differential Outcomes by Preschool Experience in Baltimore City, Maryland
The findings from this journal article can inform the development of policies that support access to early education opportunities. The researchers follow a cohort of children in Baltimore City, Maryland from kindergarten to third grade and analyze the relationship between their preschool setting (public pre-k, Head Start plus pre-k, private pre-k, and informal care) and skillsets needed for school success.

Multiple Factors Predict Higher Child Care Costs for Low-Income Hispanic Households
This brief can help researchers and policymakers understand how household, community, and nonparental care characteristics predict low-income Hispanic households' levels of child care spending.

State and Territory Child Care and Development Fund Investments in Early Care and Education Quality

How do states and territories plan and report investments in quality activities over time? This report explores those activities and discusses how states measure progress in improving quality. Potential information gaps and future research implications are presented.

Who Participates in Quality Rating and Improvement Systems?
This study examines the characteristics of ECE centers that participate in quality rating and improvement systems (QRIS), including characteristics of the communities participating centers are located in. The authors offer suggestions for improving QRIS participation and highlight opportunities for further research in this field. Critical Topic: Characteristics of the Early Care and Education Workforce

Those who participate in the ECE workforce are crucial to its infrastructure, stability and quality. Understanding who they are is a key part of understanding how ECE works and how it can improve. The following reports describe the characteristics of ECE providers using data from the National Survey of Early Care and Education (NSECE).

This chartbook from the 2012 and 2019 NSECE, Home-Based Early Care and Education Providers in 2012 and 2019: Counts and Characteristics, presents provider data and identifies statistically significant changes for different types of home-based providers over time.
The following reports offer in-depth looks at the ECE workforce using NSECE data from 2012:
