Hello Andrew Lewis,Today the Utah State Legislature held its 6th special session since the pandemic and we are thrilled to announce that the legislature has made a second strong investment into our sector. Thank you Utah Legislature! In this email:

New Bills Passed Today in 6th Special Session SB 6009 and HB 6002 passed today which includes a very wide variety of relief for cultural organizations and other non-profits. This includes $7.5 M to refill Create in Utah grants and $3 M to refill Multicultural Affairs grants among other developments. We are indebted to our legislators for their support of the cultural sector but also to our partner organizations Department of Heritage & Arts, Utah Division of Arts & Museums, Utah Museums Association, and Utah Humanities for their tireless efforts in making this legislation possible. Members can read the full notes and details of both bills passed here. 2. New Summit County Non-Profit Grant Details Available for Members Now! Applications open Monday, August 24 for Summit County''s new Small Business Grant program. Grants can be up to $25,000. Members can head here for more information and details on the grant program. 3. Additional Details Available on Upcoming Salt Lake County Grant for Non-Profits Members can view some new details we have received on an upcoming Salt Lake County relief grant here. 4. Registration Open for Utah Museum Association''s Annual Conference Utah Museums Association is hosting their annual conference virtually from September 30 to October 2. Information on Registration and Content can be found here. 5. UMA Accepting Poster Submissions for the Annual Conference For UMA''s annual conference, they are looking for people interested in sharing their stories, successes, and challenges with the Utah museum community in posters that present strategies and ideas for strengthening the future of Utah museums, their programs, collections, and communities. To submit a "poster" for this year''s conference, head here for further information. 6. Learn and Work In Utah Tuition-Free Educational Programs Available for Displaced Workers Institutions across the state of Utah, including UVU, Mountainland Technical College, Southwest Tech, SUU, UofU, USU, and others, are offering tuition-free certificate programs and trade education to displaced workers affected by COVID-19. More information about these programs can be found here. 7. Utah Cultural Community Updates - Video Recordings Available In collaboration with Utah Department of Heritage & Arts, Utah Humanities, Utah Museums Association, and Utah Division of Arts and Museums, we have hosted a bi-weekly series called Utah Cultural Community Updates. This series most recently discussed DEIA within our cultural sector with 4 Utah BIPOC artists. The recording of this conversation is now available along with all other recordings here. 8. If you would like to be the first to know breaking news as it comes, consider becoming a Member today! 1. The next wave of Federal COVID-19 Relief is being negotiated now. We have a summary of what''s been discussed here. Recognize that NOTHING is final and is subject to change. Biggest take away #1: "Second round of PPP loans for businesses could happen and would be restricted to businesses under 300 workers or within the SBA size threshold for their industry that can demonstrate 50 percent lost revenue compared with a reference period." There are other important details, and yes I am talking to our federal delegation every day about what our industry needs in this bill. Biggest take away #2: a lot more money for education could happen. 2. The House has passed a FY 2021 package with increases to the NEA and NEH This afternoon, the U.S. House of Representatives passed a fiscal year 2021 package of appropriations bills by a vote of 224-189. Included in the package was an increase in funding for the National Endowment for the Arts and National Endowment for the Humanities of $7.5 million each, which would raise each agency’s funding level to $170 million. With the House having passed the bill, attention now turns to the Senate, which hopes to release a draft proposal for the agencies before adjourning in early August for a summer recess. 3. The New 4.8 COVID-19 Re-opening guidelines are available now Our re-opening page is now updated to include key points from the new 4.8 guidelines. Find out more here! 4. GOED''s "Shop in Utah" Grant is now open Money is first come, first served so apply now! For-profits and nonprofits can apply (but not if you received funds from Create in Utah). 5. The Main Street Nonprofit Loan Program is open now The Federal Reserve Main Street Loan is now open to Nonprofits. Though the terms of the loan are not the best, it is still an option for nonprofits with at least 10 employees. 6. The "Safe in UT" PPE Grant is now accepting applications The "Safe in UT" grant can be used to cover PPE-related expenses and is now open and closes August 31st or when funds are exhausted// Application & Info. 7. Utah County''s CARES Act Grants open now Utah County''s CARES Act Grants program for businesses opens August 3rd. Details are here although we are still working with the county commission so that the program is able to be more fully utilized by our members. So, could be subject to change. 8. The "Create in Utah" Grant deadline is extended! The Create in Utah grant deadline has been extended to August 7th. This grant is targeted for programs that boost tourism and help local economies recover, a.k.a. cultural organizations! 9. Other regional grants now available More regional grants are here. And yes, I''m working with more communities to offer grants! 10. WESTAF Regional Arts Resilience Fund still accepting nominations Don''t forget about the WESTAF grant! The deadline for nominations is July 31st at 5pm. 11. Preliminary Results of Performing Arts Aerosol Study Begins to Find Hope for Music Activities in the Future Amid Coronavirus Pandemic In May, the NFHS, CBDNA and a coalition of over 125 performing arts organizations commissioned a study on aerosol rates produced by activities in music, speech, debate and theatre. Over the last month, researchers at the University of Colorado-Boulder and the University of Maryland have been hard at work gathering preliminary results.
12. The Utah Office of Tourism Needs Your Response The Utah Office of Tourism is looking to learn more about how travelers perceive and experience the state. Your input will help the office make adjustments and improvements across a variety of initiatives. Please take a few minutes to fill out this brief survey. 13. Your Response is Needed for our Career Development and Webinar Survey! UCA is currently planning out the next 12 months of programming and events. We want to hear from you about what topics and formats you would like to see. This survey should take 3-5 minutes to complete and will close on July 30. Re-Opening & Protecting Public Health(Members received this last week so y''all can ignore this section. ;p) Utah is re-opening for business. Utah Cultural Alliance is not a public health expert and is not going to tell you whether or not re-opening now is smart or help you decide if you should reopen. That is an individual decision to be made by each cultural business for themselves. Our priorities:
The state has released updated guidelines here and continues to be in dialogue with us on this document. The Public Health and Economic Emergency Commission announced their recommendations to the Governor which we have collected for you here*. If the Governor adopts the recommendations by order, these will replace any recommendations from local public health officials in terms of the law. Consider the guidelines as a minimum. If you chose to re-open, how much can you do to protect your audience? As we discussed on the call yesterday for members, we have created a document for you to share ideas best practices and ideas of implementation. Please populate and keep in mind this is a shared, public brainstorm. If you ever lose that link, I will add it to the members COVID page here. There are at least three national surveys of audiences assessing opinions about re-opening. We have been following this one. We are working with our state partners on a UT audience survey.

4.6 Health GuidelinesToday, the Utah Department of Health released Utah''s new 4.6 health guidelines in relation to COVID-19 prevention. There are significant changes to yellow:
We hope you will these guidelines to inform all of your COVID-making decisions. Read the guidelines here, or we make it easy for you to understand the changes on our reopening page for members. Salt Lake County Small Business Impact GrantsStarting Tuesday, June 16, small businesses and artists within Salt Lake County may be eligible for a Small Business Impact Grant from the county. This effort includes $40 million in financial aid and is funded through CARES Act funds received by the county. To find out more about eligibility click here. Individual performers and artists may apply as well as cultural businesses. NOTE 1: Currently businesses who have already utilized support from the PPP or EIDL loans, NEA/NEH/IMLS/CPB CARES grants, UA&M CARES grants, WESTAF CARES grant, etc. may not apply. NOTE 2: We are in dialogue with cities and counties across the state, encouraging them to use their CARES (CRF) money to help our industry. ACTION: Feel free to contact your county commissioners and city councils and encourage them to use their CARES (CRF) money to help the cultural industry. 2020 Election EndorsementsPrimary election is June 30! The Utah Cultural Alliance Board of Directors have completed their first round of endorsements which you can find here. These candidates will champion the cause of art, museums, and humanities. If you would like to vote in the primary, you may need to update your party affiliation. That deadline is June 19 and you can update your party affiliation/address/register to vote here.

Cultural Sector Survey Results Are In.
Hello Andrew,You may be receiving these messages from multiple sources. Our apologies: we want to make sure as many people as possible are informed. We hope this finds you safe and well! We are hosting a 30-minute information webinar (via Zoom) for Utah''s cultural community on Monday, March 23, from 3:30 to 4:00 p.m., and we hope you can join us. We plan for this to be the first of a regular series that we will host, inviting various speakers to provide updates in light of COVID-19. This first meeting will be an overview of information and resources at the state level and will explain the Governor’s state of emergency. We will also review high-level findings from the recent economic impact study during the call; here is a link to the summary report. We are all standing witness to a history that will be told for generations. Such a time calls for introspective creativity and resilience that''s common to the arts and humanities. No one will be exempt from the impacts of COVID-19. While we recognize that attention must be paid first and foremost on the life-saving work happening at this moment in time, including social distancing and increased testing, we know research demonstrates how the arts and humanities positively impacts our immediate and critical needs such as health, economic development, public well-being, community cohesion, and more. Before Utah can begin its recovery, it''s important to know what recovery is needed. It is in this spirit of unity that we collect and release the sobering data. Hello Andrew,As always, things are moving fast. We are trying our best to limit emails and send you the most useful information. If you''d like to get breaking news via text message please text UCA to 833-456-7183. Those on our text list received version 4.3 and 4.4 of the phased guidelines when they dropped last week. In this email:
UTAH IN YELLOW AND & OTHER COVID NEWS1. Utah in yellow: On May 14, Governor Herbert announced a new order would come moving the state to the yellow guidelines. That order, along with version 4.4 of the phased guidelines dropped at 5:30pm on Friday May 15th.
2. MAKE A TWO-YEAR PLAN: There are scenarios being discussed that would move the entire state to green by end of June. It would require consistent downward trends to move our state to green. Much of our sector is considering hunkering down until green. Just know that this possible timeline is all subject to change. Recovery is not a singular direction. Our state epidemiologist continues to warn of a possible uptick in COVID-19 cases in the fall. A vaccine could be years away. If you have not begun doing so, we at UCA strongly encourage you to take the possibility of a second shutdown in the fall into your summer planning decisions. We recommend the entire industry make a 2 year plan so that you can quickly move your business between red, orange, yellow, and green because it is likely that we will move between the risk categories until a vaccine is found. 3. FEDERAL NEWS:

FORGIVABLE SBA LOANSLoans are new territory, and our COVID survey indicated little interest in SBA loans. However, this is the relief that is available first, it is FORGIVABLE like a grant, and it is available to all businesses including 501(c)3 nonprofits, creative industries, and the self-employed. We''re working hard to collect information on how to apply and how to receive forgiveness. We don''t know all the details now and will receive additional training Monday, but here''s* what we know right now. This link will be continuously updated. Monday''s All Cultural Sector Update at 3:30pm will have more information about SBA loans. After Monday, we''ll be able to walk you through the process.

STATE RELIEF & County Shelter in PlaceOn Tuesday, Gov. Herbert released a three part plan to recover Utah''s physical and economic health.
We''re getting a lot of questions about timeline and how far out you need to cancel events. Note that the state''s plan is a GOAL for each of the three phases and is completely dependent on the virus itself. Phase 1 could end in a few weeks, it could be a few months. Phase 2 includes relaxed social distancing. What that means for cultural events is unknown. Summit County has issued a shelter in place order. More counties may or may not follow. We just don''t know all of the answers, but we''re trying! Do your best to plan, adapt to an online culture, be ready to resume operations and prepared if you can''t, and if you need help apply for forgivable SBA loans. The COVID-19 Cultural Assistance Grants called “Create In Utah” will assist cultural, artistic, botanical, or zoological organizations in the state who have annual budgets of more than $5 million. Find Out More: artsandmuseums.utah.gov/uam-covid-19-emergency-funding/ Cultural organizations whose budgets are under $5 million annually may receive funding through Utah Arts & Museums'' FY21 General Operating Support Grants. The Create In Utah program will free up nearly $1 million from Utah Arts & Museums General Operating Support Grants that would have gone to larger organizations, allowing those funds to be distributed to cultural organizations with budgets under $5M. Additionally, small and mid-sized non-profit organizations may qualify for other grants offered through GOED, including “Shop In Utah” grants. Find Out More: https://business.utah.gov/coronavirus. There is some helpful information in this legislative presentation here although details may change once the programs are officially online. We will text you again once the final information is available online. UCA thanks the Utah legislature for recognizing the great need of our industry in this historic time. Read WESTAF''s Arts + The Rural West Workshop Session Report On Friday, April 3, WESTAF held an Arts + the Rural West virtual workshop over three hours with 25 participants. In eight virtual breakout sessions, participants discussed the impact of COVID-19; rural arts as a rural development strategy; ways that rural communities shape their arts and cultural life; resourcing arts and culture in rural areas; and the opportunities, needs, and challenges for arts in the rural West. Rent Assistance grants available for those collecting Unemployment Benefits The Utah Department of Workforce Services announced that grants of up to $2,000 for rent and utilities are available for renters receiving unemployment benefits. Find out more on this change and ways to contact the Utah DWS here. 2. CERF+ Providing COVID-19 Relief Grants for Professional Artists affected by the pandemic CERF+ is launching the COVID-19 Relief Grant program to provide financial assistance to professional artists working in craft disciplines who are facing dire circumstances from the COVID-19 crisis. This program can provide one-time $1,000 grants to meet urgent food, housing, and/or health insecurities. The next round of awards opens on August 19. Priority will be given to eligible artists who have traditionally been under-served by the grant-making community including people of color and folk and traditional artists. Find out more here. 3. Utah Office of Tourism and Treavelzoo Offering Free Marketing for Tourism Promotions Utah Office of Tourism has teamed up with Travelzoo, a global deals publisher, to promote our state and help drive more visitors to our hotels and attractions. These deals will be featured on a Partner Promotions page on Travelzoo’s website and will be promoted on their media network from September 15–December 15. The UOT will further promote through Visit Utah social media channels and at visitutah.com. Held weekly on Tuesday from 2-3 pm these conversations are a chance to connect with colleagues from across the state. April 20: Join us to offer feedback about the Phased Health Guidelines published on 4/17/20 in conjunction with the Utah Leads Together 2.0 plan. There is a small window of time to provide some feedback to the commission regarding this plan and we want to involve you in the conversation. If possible, please review the plan prior to the Culture Conversation and think about how it relates to your organization. Everyone involved with these decisions on the state level is truly doing their best but we can help by giving feedback on how it affects our unique situations. We hope you will join us!

Join us for our returning call on Monday, August 10 at 3:30 p.m. This call, which will run 90 minutes, is a conversation about systemic racism in Utah’s cultural community. It will be the first in an ongoing series about inclusion, diversity, equity, and accessibility.

The Racial Equity and Inclusion Fund is now accepting applications The Utah Division of Multicultural Affairs has opened the application for the Racial Equity and Inclusion Fund and is open until Friday, August 21. Grants of up to $50,000 will be provided to organizations in Utah who will provide emergency basic needs assistance to multicultural communities, including but not limited to utilities, rent, transportation, food assistance, and case management. Attention will be given to ensuring geographic distribution of grant funding throughout the state and focusing on communities that have been hardest hit by the pandemic. Study Demonstrates Decline in Contributed Gifts - Find Out More A new study shows a steeper decline in contributed gifts than expected. The study includes data from 105 nonprofit organizations of all scales in the U.S., Canada, and the United Kingdom. Find out what this could mean for you and your organization here. 8. 2nd Round of Aerosol Study Results and Recommendations for Rehearsals Available Now An aerosol study commissioned by the National Federation of State High School Associations (NFHS), the College Band Directors National Association (CBDNA) and a coalition of more than 125 performing arts organizations has generated a second set of preliminary results that provides further optimism for mitigating the impact of COVID-19 on performing arts activities, especially rehearsals. More regional governments have announced economic recovery grant programs for nonprofit and for-profit businesses: Davis, Weber, and Salt Lake Counties as well as Ogden City. 2. PPP Forgiveness Webinar with the SBA The Small Business Administration (SBA) have released an updated forgiveness application for the Paycheck Protection Program (PPP). Our recorded webinar on forgiveness with Utah''s SBA directors is now online here. RELATED: Tuesday evening the US Senate voted to extend the PPP application deadline to August 8th. Once the House of Representatives votes in favor we will let you know! 3. Governor Herbert approves Utah State Board of Education''s re-opening plan for Utah schools The plan gives schools until August 1 to publish their plan for the fall. For those of you who work in or with schools, we advise you to be in touch with your Local Education Authority to make sure they are planning for arts and humanities education. It can be done! 3. "Shop in Utah" Grant through GOED office available July 27 This $25 million initiative provides grants to businesses negatively impacted by the COVID-19 pandemic. To qualify for this “Shop In Utah” grant, businesses must offer a discount or other offer with an estimated value to consumers of at least 50% of the grant amount. GOED must award at least 75% of grant funds to Utah small businesses (companies with 250 or fewer full-time employees). The application and further stipulations will be made available on July 27! UTAH''S REOPENING GUIDELINES & COVID RESOURCESGov. Herbert issued the order to re-open Utah effective May 1-May 15. Along with the order, the state released Version 4 of the phased guidelines. Read our summary for members (members received this information last week). The state has made graphics including a 1 page pdf for events and cultural activities. The distance required between household groups is now 6'', not 10'', for events and cultural activities during orange risk.

Also, we love this: You may be receiving these messages from multiple sources. Our apologies: we want to make sure as many people as possible are informed. We hope this finds you safe and well! We are hosting a 30-minute information webinar (via Zoom) for Utah''s cultural community on Monday, March 23 (TODAY!), from 3:30 to 4:00 p.m., and we hope you can join us. We plan for this to be the first of a regular series that we will host, inviting various speakers to provide updates in light of COVID-19. This first meeting will be an overview of information and resources at the state level and will explain the Governor’s state of emergency. We will also review high-level findings from the recent economic impact study during the call; here is a link to the summary report. We are all standing witness to a history that will be told for generations. Such a time calls for introspective creativity and resilience that''s common to the arts and humanities. No one will be exempt from the impacts of COVID-19. While we recognize that attention must be paid first and foremost on the life-saving work happening at this moment in time, including social distancing and increased testing, we know research demonstrates how the arts and humanities positively impacts our immediate and critical needs such as health, economic development, public well-being, community cohesion, and more. Before Utah can begin its recovery, it''s important to know what recovery is needed. It is in this spirit of unity that we collect and release the sobering data. Hello Andrew,COVID Recovery —The good news is that Pandemic Unemployment Assistance is now available in UT. This allows the self-employed, 1099, and gig workers to get access to the increased unemployment benefits. The bad news is that the SBA paycheck protection loans and emergency disaster loans are now out of money. The SBA and banks are no longer accepting applications. Congress is working to add more money to the program. Please contact your federal representatives to encourage them to fund this program.

Our staff is hard at work on behalf of the cultural sector during this crisis. We have had extended dialogue with all of our federal electeds and state leadership to request that they set aside funding for cultural nonprofits and artists who are experiencing economic hardship. This is a scary time. These are unprecedented times. We believe in the power of the arts and humanities to help us pull through. We ask that you support your favorite cultural organizations and artists with a donation this time because we can assure you, they are already struggling financially. As are many of us. If you’d also like to support our work you can do that with a donation, membership, or by becoming a monthly sustainer. Yesterday, we discussed the Shop in Utah grant, among other funding opportunities, with representatives from the Governor''s Office of Economic Development (GOED). This included how to best fill out the application, what materials are needed, and other concerns you may have. It is now available for members here. 2. UCA Summary of HEALS vs. HEROES Act Available Now As negotiations continue, I have the latest information about Phase 4 federal bill inclusions. Here is a summary of the key points in the HEALS Act. 3. Call for Artists for Art for Hope SLC open until Friday, July 31 The ReDevelopment Agency for Salt Lake City has opened up their call for artists for the "Art for Hope" program. Inspired by the need to bolster community strength amidst current local, national, and global challenges, Art for Hope SLC is a series of installations featuring square artworks (“Message Squares”) depicting messages of hope, resilience, and unity. This initiative is part of Utah’s response to the COVID-19 pandemic, intended to help Utahns make healthy choices and support local economies. In addition, we will hear from Crystal Young-Otterstrom, ED of UCA, on similarities and differences between the GOP HEALS and CARES Acts. Register here! 2. CALL FOR MEMBER PHOTOS! - We Want Your Photos for Utah''s Culture Report We are currently compiling our 2020 Utah Culture Report and we need your help members! If you have any photos from this past year, especially of COVID-programming or related initiatives, please upload them here through our form. We are collecting some text data so that we may properly credit you and your organization as well. 3. UCA''s Career Development Survey Deadline Extended to this Thursday, August 6 We are working hard on creating our next calendar year filled with valuable opportunities for you! New Salt Lake County and Federal Relief Program Summaries Available Now Our Operations Director, Kylie Howard, recently updated the summaries of various Salt Lake County and Federal COVID-19 relief programs and they are available online now. Congress has fixed the nonprofit unemployment issue Yesterday, Congress unanimously passed S.4209. This fixes the problem created in the CARES Act in which nonprofits who exempt themselves out of unemployment insurance payments were suddenly on the hook for 100% of unemployment costs. (Members got this texted to them right after the vote happened!) 2. The House Interior Appropriations Subcommittee released its proposed 2021 fiscal year budget bill with increase to NEH and NEA! 3. Salt Lake County Mayor Jenny Wilson announces #RallyTheValley2020 initiative This week, Mayor Jenny Wilson announced Rally the Valley, a 20-day initiative that spans two landmark holidays - July 4th and July 24th. This initiative encourages community members and organizations to participate in artistic opportunities and volunteer efforts to bring Salt Lake County together during this time. Learn more here. 4. Letter to our Federal Delegates Requesting Federal Assistance We at Utah Cultural Alliance are working hard to push for further federal assistance to arts organizations in your community. We thank the organizations that added their names to this letter. The fourth round of COVID relief is coming soon! Details may be public next week. We have had extremely positive response from Utah''s federal delegation to this letter. Thank you to all who signed it. Don''t miss Tuesday''s Culture Conversation at 2pm! 5. Actor''s Equity has approved two shows in Massachusetts signaling good news for equity actors and organizations With very specific requirements in place, Actor''s Equity, a union representing 51,000 actors and stage managers around the country, has green-lighted "Godspell" and "Harry Clarke" in Massachusetts. Learn more about this decision and the precautions that will be in place here.

Artists should apply for a new public art fellowship through Americans for the Arts More info here, deadline is August 14 8. Consumer confidence on Safety and Re-opening A number of national surveys from Ticketmaster, IMPACT, and Audience Outlook have been published, measuring consumer opinions on re-opening and safety.
