NEW JERSEY'S CLEAN ENERGY FUTURE

New Jersey Governor Phil Murphy signed groundbreaking legislation in May 2018 that put the state on a path toward 100% Clean Energy by 2050. In the last year, we are proud of what the New Jersey Board of Public Utilities’ Clean Energy Program has accomplished working towards that ambitious goal.

Some highlights include:

Launching a Community Solar Energy Pilot Program: The Program will enable utility customers to participate in a solar energy project that is remotely located from their property. Applications for the pilot project closed Sept 9.
A record-setting offshore wind solicitation: The award for 1,100 MWs of capacity is the largest single-state solicitation for offshore wind in the country.
Completion of an Energy Storage Study as well as an Energy Efficiency Market Potential Study
Release of the draft 2019 Energy Master Plan

ENHANCED INCENTIVES FOR ENERGY EFFICIENCY MEASURES

While we work to build a clean energy future, we know that the biggest impact we can make is to reduce the energy we use every day. To help move us towards a more energy efficient future there are enhanced incentives offered in FY 20. More details about enhanced incentives and other changes to the Clean Energy Programs can be found here. Highlights include:

Commercial & Industrial, Local Governments & Municipalities

Enhanced incentives (up to double) for buildings located in Urban Enterprise Zones or Opportunity Zones and for municipal and school projects.

Entities owned or operated by municipalities, K-12 public schools, and customers located in Urban Enterprise Zones or Opportunity Zones may be eligible for up to 80% of the cost of Direct Install measures. For more details click here.

Residential Programs

We’re excited to announce that as of July 1, 2019, New Jersey’s Clean Energy Program has added rebates for energy efficient ENERGY STAR® air purifiers, dehumidifiers and room air conditioners.

ENERGY STAR Dehumidifiers are eligible for a $25 rebate
ENERGY STAR Air Conditioners are eligible for a $15 rebate
ENERGY STAR Air Purifiers are eligible for a $50 rebate

OFFSHORE WIND

Governor Murphy’s ambitious clean energy goals are one step closer to reality with the state’s first award for offshore wind to Ørsted’s Ocean Wind 1,100 MW project.

Announced on June 21, 2019, the project gives the company the opportunity to build 1,100 MW of offshore wind in federal waters. The project is expected to power roughly 500,000 homes and generate $1.17 billion in economic benefits for the state, in addition to creating an estimated 15,000 jobs over the project life. This decision set the record for the largest single-state award for offshore wind in the country and marks further progress toward meeting the state’s goal of 3,500 MW of offshore wind by 2030, and Governor Phil Murphy’s vision of 100 percent clean energy by 2050. OVER $200 MILLION IN DIRECT INSTALL INCENTIVES AWARDED

Have you gotten one? This summer the Direct Install program surpassed $200 million in incentives provided since its inception. The Direct Install Program is a turnkey process, utilizing a network of selected participating contractors who handle the details of the project from start to finish. The process starts with a facility assessment and ends with the installation of eligible energy efficient equipment. The Direct Install Program is a comprehensive program, focused on providing each participant with the largest possible assortment of energy efficiency measures per project that are cost effective and provide the greatest return on investment. Providing up to 70% in direct rebates these programs can help residents, schools, municipalities and businesses to install energy efficiency measures, saving them money all year long. Effective July 1, 2019, facilities owned or operated by municipalities, K-12 public schools, and customers located in Urban Enterprise Zones or Opportunity Zones may be eligible for up to 80% of the cost of the installed measures. COMMUNITY ENERGY GRANTS

A Community Energy Plan (CEP) is a way for a community to work together towards a better environment for all residents. By using the state’s Energy Master Plan (EMP) as a guide to develop goals and strategies to increase clean energy production, reduce energy use and harmful emissions, and develop sustainable strategies.

The Community Energy Plan is created through a task force comprised of government officials, businesses and residents working to first benchmark community energy use and production and then developing goals and timelines to work towards the state’s EMP goals.

The New Jersey Board of Public Utilities (NJBPU) has created a grant to help you start the process and to implement your Community Energy Plan. The first step is to create a task force to write the plan. When creating the task force you want to make sure you include a diverse snapshot of your community including government, schools, businesses, large institutions, small businesses, transportation operators, residents, and local nonprofits.

The task force will first establish benchmarks for energy consumption, energy generation, emissions, vehicle miles traveled and any other relevant data. Those benchmarks will help determine how much work needs to be done and what the community’s priorities will be.

From there the task force can establish milestones designed to hit the EMP’s long-term goals and can detail options for how to get there. Those goals, milestones, and strategies will be the basis of the Community Energy Plan.

The Board of Public Utilities’ Division of Clean Energy has lots of great reasons to give thanks this holiday season.

Here, we've rounded up just a few of them.

INCREASED OFFSHORE WIND ENERGY GOAL

Governor Murphy was joined by NJBPU President Joseph L. Fiordaliso and former Vice President Al Gore in announcing an increased offshore wind energy goal for the state, from 3,500 megawatts by 2030 to 7,500 megawatts by 2035 – that’s enough energy to power more than 3.2 million homes and meet half of the state’s energy needs! This ambitious new goal, which more than doubles the previous target, will move New Jersey another step closer to achieving 100 percent clean energy by 2050.

KEEPING OUR RESIDENTS WARM & SAVING THEM MONEY

Stay warm and cozy this winter through our WARMAdvantage Program, which provides rebates for the installation of high-efficiency furnaces, boilers, and water heaters. In addition to stand-alone rebates for heating systems, the program provides combination incentives of up to $950 for installing a furnace and water heater, and up to $700 for installing a boiler and water heater. Plus, there is a $200 per-unit bonus incentive for each piece of equipment for homeowners in Urban Enterprise Zones (UEZ). BPU ANNOUNCES FIRST COMMUNITY SOLAR PROJECTS

Wrapping up an incredibly productive year in New Jersey’s clean energy landscape, the New Jersey Board of Public Utilities (NJBPU) recently announced the award of the first Community Solar Projects.

NJBPU approved 45 applications to participate in the first year of its Community Solar Energy Pilot Program. While NJBPU reserved 40 percent of the pilot program’s capacity for projects in which at least 51 percent of the capacity serves low- to moderate-income (LMI) communities, 100 percent of the approved renewable energy projects will serve LMI households in the state. The Board Order, including the list of approved applicants, is available here.

A community solar project is a solar array whose output is divided among multiple participants, known as subscribers. A subscriber can be a home or business that wants to use renewable energy but does not have an array on-site.

The approved projects will all be located on landfills, brownfields, rooftops, or parking canopies. Some of the approved applicants include community groups, government entities, and private developers. The projects represent 77.61 MW of solar energy capacity, enough to power an estimated 15,500 homes.

NJBPU anticipates awarding at least an additional 75 MW during both the second and third years of the program, which will provide electricity to an estimated 45,000 homes over the three-year period. In early 2020 the NJBPU will ask for stakeholder feedback in response to program year one; the second year of the program will be opened in 2020. The pilot program will generate crucial market information and implementation data, and will inform the development of a permanent community solar program once the three-year pilot is completed.

BPU ANNOUNCES NEW INCENTIVES TO EXPAND LOCAL GOVERNMENT ELECTRIC VEHICLE FLEETS

To jump-start the electrification of local government vehicle fleets, the New Jersey Board of Public Utilities (NJBPU) has created the “Clean Fleet Electric Vehicle Incentive” program, which offers local governments $4,000 per battery electric vehicle and $1,500 for one dual-port Level 2 EV charging station. The application window opened on December 1, 2019, and the program will award grants on a rolling basis until April 15, 2020 or until the funding is fully committed.

To make it easier for local governments to add electric vehicles to their fleets, EVs were recently adding to the State Purchasing Contract.

NJBPU PROVIDES THOUSANDS OF BULBS TO FOODBANKS

Earlier this month, NJBPU President Joseph L. Fiordaliso kicked off a campaign focused on bringing energy efficiency measures to low- to moderate-income (LMI) residents by distributing LED lightbulbs at Fisherman’s Mark, a Lambertville-based food pantry and social services agency. The program expands upon the LED lighting program administered through New Jersey’s Clean Energy Program™ (NJCEP), by providing efficient light bulbs to clients of New Jersey food banks and other selected agencies at no cost to the organizations or their patrons. Seventy-five cases of LED bulbs, or 3,600 total bulbs, were delivered to Fisherman’s Mark as part of the first phase of the program, which will continue into the spring of 2020. NJCEP will distribute more than 750,000 bulbs to LMI individuals in the first year of the program. In addition to Fisherman’s Mark, NJCEP is delivering LED bulbs to several other nonprofit organizations across the state this week:

Fulfill NJ (formerly FoodBank of Monmouth & Ocean Counties) in Neptune City
Star of Hope Ministries, Inc. in Paterson
Bridge of Peace Community Church in Camden

You may also qualify for 0% interest financing (up to $10,000 with a 7-year maximum term) or 0.99% financing (up to $15,000 with a 9-year maximum term) to help pay for the upgrades.

BPU Clean Energy Staff is working from home, but we are still connecting with the community about how to save energy and money through NJCEP’s many programs. Clean Energy Staff has presented at many virtual events on topics ranging from community solar, to Community Energy Plans, to Energy Savings Improvement Programs (ESIPs), to EV incentives. Clean Energy Staff also virtually presented about our residential, government and small business incentive programs to local contractors and community groups.

NJBPU APPROVES COMPREHENSIVE ENERGY EFFICIENCY PROGRAM

In June, NJBPU released its comprehensive Energy Efficiency Programs, which will guide New Jersey’s utilities to implement the next generation of efficiency programs to help the state achieve some of the highest energy savings in the U.S.. The programs will lower energy bills and create jobs to strengthen the economy, all in pursuit of Governor Murphy’s vision of 100% clean energy for New Jersey by 2050. Revisions to the Fiscal Year 2020 Comfort Partners Compliance Filing

Staff is requesting comments on proposed revisions to the Fiscal Year 2020 (FY20) Comfort Partners Compliance Filing. Proposed changes are "redlined" against the original FY20 Comfort Partners Compliance Filing and can be accessed here.

Please note that the proposed changes are related to re-alignment of individual utility budgets and do not include a change in the total FY20 program budget; a summary of the proposed changes is included below. These changes have been proposed in order to react to current participation trends and to account for the evaluation study which is in the development stage, and is now anticipated to be conducted in Fiscal Year 2021.

A LETTER FROM BOARD OF PUBLIC UTILITIES PRESIDENT, JOSEPH L. FIORDALISO

Dear colleagues and friends,

While New Jersey has been focused on prioritizing essential services during the COVID-19 pandemic, I wanted to reach out and assure you that the BPU remains committed to safely moving Governor Murphy’s clean energy agenda forward.

There is understandable concern due to distancing requirements and the pause in construction and non-essential work unrelated to preservation of health and safety. To that end, on May 1, the Board issued a press release clarifying that the State considers solar projects “essential construction projects” under Gov. Murphy’s Executive Order 122, and that “utility projects, including those necessary for energy and electricity production and transmission and any decommissioning of facilities used for electricity generation” may continue during the Public Health Emergency and State of Emergency declared by the Governor.

Also, on May 20 the Board lifted COVID-19 restrictions put in place on March 19 for non-essential construction, thus allowing utilities and clean energy workers to get back on the job while following guidelines laid out in Governor Murphy’s Executive Order #142.

Additionally, work continues to advance the energy efficiency transition, a critical component of the Governor’s clean energy agenda. Since going virtual, Staff released a comprehensive straw proposal and led two public stakeholder meetings bringing together over 400 interested parties. Implementing energy efficiency to reduce energy burdens is more critical than ever and staff are expected to make recommendations for Board action to advance the transition in the month of May.

This is a new and challenging time for all of us, but as the BPU participates in the statewide effort to combat and contain the virus, we also remain committed to clean energy. Reducing emissions and mitigating the impacts of climate change through clean energy are vital parts of building a stronger and fairer New Jersey. Solar, offshore wind, and energy efficiency matters will continue to be part of the Board’s virtual stakeholder engagement and agenda meetings.

Thank you as always, for your ongoing commitment to New Jersey and for standing with us during these uncertain and difficult times. Like you, I remain dedicated to clean energy solutions for a healthy climate and a greener economy.

New Jersey residents who purchased or leased an eligible electric vehicle on or after January 17, 2020 may apply for the Charge Up New Jersey incentive by completing the online application and submitting supporting documentation.
