MedPAC releases March 2020 report on Medicare payment policy

The Medicare Payment Advisory Commission (MedPAC) has released its March 2020 Report to the Congress: Medicare Payment Policy. The report includes MedPAC's analyses of payment adequacy in fee-for-service (FFS) Medicare and reviews the status of Medicare Advantage (MA) and the prescription drug benefit (Part D). As requested by the Congress, we report on health care provider consolidation and its effects on Medicare, its beneficiaries, and other aspects of the delivery system. Lastly, as mandated by the Balanced Budget Act of 2018, the report includes a preliminary analysis of expanding Medicare's inpatient hospital post-acute care transfer policy to hospice. MedPAC public meeting announcement

Due to public health guidance and restrictions related to the coronavirus outbreak, in lieu of a public meeting, MedPAC Commissioners will meet via videoconference on Thursday, April 2 in a closed session.

Commissioners will discuss and vote on recommendations in four issue areas that were discussed at length at our March public meeting:

Challenges in maintaining and increasing savings from accountable care organizations
Realigning incentives in Medicare Part D
Redesigning the Medicare Advantage quality bonus program
Improving Medicare's end-stage renal disease prospective payment system

Commissioners will also discuss their goal of moving toward models of value-based payment.

We will make a transcript of their discussion, along with the staff presentations containing the voted-on recommendations, available on our website by COB Friday April 3.

We appreciate your understanding of the constraints on our ability to meet in public at this point in time. We look forward to meeting in regular order at our September 2020 meeting.
